Too Loose even with Size 0

"I think this dress is very pretty, and the material is worth 20 bucks. However, it is too lose on me. I ordered in 0. I am 32B, 24 waist, and 34 on butt. I usually have no problem with XS. But i do NOT fit in this dress at all. I let my sister try it, but it doesn't fit her either. She is 34C, 26 on waist, and 35 on butt.

I would recommend to those who are busty, but small waist and small butt."

"From the waist down the fit is perfect. From the waist up the shoulders are too loose. If this were fixed the dress would be perfect! I bought a size 4 and am 5' 7"."
